When does notification matter?
IPLO identifies asbestos removal and more than 10 cubic metres of demolition waste as starting points, with exceptions. Waste quantity is assessed for the demolition activity as a whole, so consider the chimney together with concurrent demolition work. Have the requirement checked for your situation.
Why is a permit a separate question?
Other aspects may need their own assessment, including structural alterations or work affecting a protected property. The absence of a demolition notification requirement therefore does not prove that every part can proceed without a permit. Use the Vergunningcheck for the full scope.
Prepare the submission properly
Establish what will be removed, how the scope has been determined and which investigation documents are available. Agree who prepares the notification and what information the client provides. Keep the submitted version and any response with the project file.
Check the applicable submission period and information duties before confirming a start date. Do not schedule work around a generic online timeframe: the requirements and exceptions must fit the activity.
Track changes
If the scope expands or the material situation differs, have it assessed whether the submitted information must change. Inform the contractors about the current documents. A correctly submitted notification does not replace ownership agreements, work safety or technical planning.
Organise four checks alongside one another
Describe the whole proposal in the Dutch Vergunningcheck: the internal chimney, external stack, structural alterations and roof repairs. Answering only the demolition question may leave other parts of the project unaddressed.
Agree who keeps the current check result and raises questions with the municipality. The contractor needs the final documents, not only a verbal statement that everything is arranged. If the scope changes, review whether the submitted description remains accurate.
| Check | What it concerns | What it does not replace |
|---|---|---|
| Demolition notification | Applicable notification and information duties for demolition. | Any environmental/building permit required. |
| Permits and local rules | Proposed activities at the address, including protected status. | Technical design of every interface. |
| Structural assessment | Safety and interaction of the existing and altered building. | Public-law procedures. |
| Neighbours or owners association | Ownership, use and agreements for shared elements. | A decision by the competent authority. |
- Include every activity in the description.
- Mention protected status and shared elements.
- Identify who handles submission and correspondence.
- Give current documents to the relevant contractors.
Frequently asked questions
Is a project below 10 cubic metres always free of procedures?
No. Asbestos and other aspects of the proposal can still create obligations. Check the complete situation.
Who should handle the notification?
Agree who prepares and submits it for the project. Responsibilities must be clear before execution is scheduled.
